The International Maritime Organisation (IMO) has adopted the special measures to enhance maritime security. These measures specified in Chapter XI-2 of SOLAS and the ISPS Code will come into force on 1 July 2004. Port Klang was certified to be ISPS compliant on 18 June, 2004 by the Marine Department of Malaysia, the Designated Authority (DA) responsible for ensuring the implementation pertaining to port facility security and ship / port interface for ports in Malaysia. The 4 port facilities in Port Klang that are ISPS compliant are Northport, Westport, Star Cruises Terminal and Jetty Sultan Salahuddin Abdul Aziz Power Station, Kapar. The contact details of the port facilities are contained in Appendix 1.

With effect from 1 July 2004, the following ships that are calling Port Klang shall complete the Pre-Arrival Notification of Security as prescribed in form JL/ISPS 1 (attached as Appendix 2). This form shall be send to the respective terminal operators at which the ships are due to berth or anchor as contained in Appendix 1, at least 48 hours before the ship's arrival in Port Klang.

Passenger ships including high-speed passenger craft engaged on international voyages. |

ii) |
Cargo ships, including high-speed crafts, of 500 gross tonnage and upwards engaged in international voyages; and |

iii) |
Mobile Offshore Drilling Units.
In addition, non-compliant ISPS Code Ships or Ships coming from non-compliant ports shall also complete form JL/ISPS 2 or 3 respectively (attached as Appendix 3 and Appendix 4) if applicable.

The shipping community is hereby informed that as of 1 July 2004, ship calling at Port Klang will be subjected to control and compliance measures including assessment of ship's security information provided by the shipmasters in Pre-Arrival Notification of Security prior to entering port. If there are clear grounds that a ship is not in compliance with the requirements of the ISPS Code, the ship may be subjected to a more detailed inspection, delay or detention, restriction of operations or movements in the port, or may even be denied entry.
